Water Supply Revolving Loan Account Special Call for Lead Service Line and Emerging Contaminants Project Nominations for Program  Year 2023

The Division of Environmental and Financial Assistance (DEFA) is pleased to announce a special WSRLA Program Year 2023 call for project nominations. This special call is to solicit lead service line (LSL) replacement and emerging contaminants (EC) project nominations.

EC funding is available as 100% principal forgiveness. LSL projects may receive up to 54% of project costs as principal forgiveness with the remainder as 0% loan funding. Principal forgiveness is the portion of a loan that does not require repayment. To be considered for LSL principal forgiveness funding, entities must meet the WSRLA disadvantaged community criteria benchmarks.

To be considered for WSRLA LSL and EC funding in Program Year 2023, nominations must be received no later than September 5, 2022 via email to defamail@epa.ohio.gov. Visit the WSRLA webpage for the nomination form and instructions.

2023 Water Pollution Control Loan Fund (WPCLF) Call for Nominations 

The Division of Environmental and Financial Assistance (DEFA) is pleased to announce the WPCLF Program Year 2023 (PY2023) call for nominations and invite you to submit projects for financial assistance. It is anticipated sufficient loan funds will be available to award all eligible projects that are ready to proceed within PY2023 with a continued focus on nutrient reduction, unsewered areas, and regionalization.

To be considered for WPCLF funding in PY2023, all nominations must be received no later than August 31, 2022. Submit nominations via email to defamail@epa.ohio.gov

Nomination materials as well as information on affordability criteria and readiness-to-proceed are available on the WPCLF webpage.

On August 10th at 1:30 p.m., Ohio EPA will host a webinar with an update on BIL funding as well as the WPCLF call for nominations. Registration is available at: https://attendee.gotowebinar.com/register/3503993349430397710

As a reminder, for those entities nominating Water Resource Restoration Sponsor Program (WRRSP) projects, the deadline for nomination submission is August 15, 2022. More details and supporting documents, including the nomination form, are available on the WRRSP webpage.

2023 Draft Drinking Water Assistance Fund (DWAF) Program Management Plan (PMP)

Ohio EPA is pleased to announce that the Draft DWAF PMP for Program Year (PY) 2023 is available for review and public comment.  You may obtain a copy from our website at: https://epa.ohio.gov/divisions-and-offices/environmental-financial-assistance.

Ohio’s DWAF program provides financial and technical assistance for planning, design and construction projects that improve the quality of Ohio’s drinking water supply.  This draft PMP includes the following notable financing opportunities: 

  • Below-market interest rate funds are available for all projects ready to proceed this program year.
  • Up to $30.8 million in principal forgiveness for disadvantaged communities addressing public health issues and regionalization projects.
  • Up to $71 million in loan and principal forgiveness funds for lead service line replacement projects.
  • Up to $30 million at 0% interest rate for projects addressing Harmful Algal Blooms and Per- and polyfluoroalkyl substances (PFAS).
  • Up to $30 million at 0% interest rate to regionalization projects.

A public notice announcing the 30-day comment period was issued today. We have scheduled two public hearings to receive comments on Tuesday, July 26, 2022 at 10:00 AM and 2:00 PM. 2019 Sewer and Water Rate Survey

Ohio EPA has finalized and posted the 2019 Sewer and Water Rate Survey for calendar year 2019. The purpose of the annual Sewer and Water Rate Survey is to collect and publish Ohio residential sewer and water rates. The Economic Analysis Unit annually surveys sewer and water rates charged by Ohio cities, villages and special districts during the prior calendar year. Annual rates are calculated for residential customers within municipal limits given an assumed monthly water consumption level of 7,756 gallons (or 1,037 cubic feet) per household. Rate calculations do not include charges levied through income or property taxes. Historic survey data and sewer and water rates for more than 500 cities, villages and districts during the 2003-2018 periods are available online at Ohio EPA's Office of Fiscal Administration web page.
